Add chili flakes (or sliced fresh chili peppers if using) to honey and bring to a simmer over medium-low heat. Allow to simmer for 2-3 minutes making sure not to boil the honey.
Remove honey mixture from the heat, add vinegar and stir well.
Allow the honey mixture to cool before pouring into a clean jar. At this point you can strain the chili flakes (or fresh chili slices) out if preferred.
